When do I need a permit?
A permit is required whenever a citizen wishes to make any repair, addition, demolition, or renovation to a property OR when there is any structural change made to the structure. In general, if there is any question as to whether a permit would be required, contact the Code Enforcement Office at the Fire Department at (607) 757-2465 for a free consultation.
Do I need a permit for…
You need a permit for New Construction, Additions, Demolitions, Vinyl Siding, Replacement Windows, Decks, Roofing*, Sidewalks, Porches (Structural and Repairs), Electrical and Plumbing work. You currently do not need a permit for Re-Paving a driveway or certain Fences. For more information contact the office at (607) 757-2465 for a consultation as to whether your work requires a permit.
Why do I need a permit?
A permit informs the Village of your anticipated plans to change your structure. As the work progresses, inspections are required to ensure that all building codes, local ordinances, safety precautions, etc. are followed. If you fail to obtain a permit, the Village will take action and issue a stop-work order.
How do I obtain a permit?
Stop into the Code Enforcement Office at Fire Department Headquarters at 224 Madison Ave to obtain a permit application. Required documentation for every permit includes a site plan, drawings for proposed work, insurance documentation and fee payment.

What if the work is started without a permit?
Any work that is started prior to the issuance of a permit is subject to penalties enforced by the Village of Endicott Court. A stop work order will be issued by an Inspector and will require a permit be obtained before any work is resumed. This can slow down your project considerably as a plan review will need to be completed before a permit is issued.
What if I live in a Historic District?
Work of ANY kind requires a permit and approval by the Historic Preservation Commission. It is STRONGLY recommended that before proceeding with any work you arrange a consultation with the Code Enforcement Office. They will advise you of the requirements to maintain the rules of the Historic District and the materials you are required to use.
Electrical Permits
Electrical Permits are needed for all electrical work within the Village of Endicott. Permits are only issued to electricians that are licensed in the Village of Endicott, with exception to Single Family Owner Occupied Residences (see below for detailed information). Inspections for all electrical work are performed by third party electrical inspection agencies. Should you need a list of licensed electricians or third party electrical inspectors you can contact the Code Enforcement office at (607) 757-2465.
Plumbing Permits
Plumbing Permits are needed for the majority of plumbing work within the Village of Endicott. Permits are only issued to plumbers that are licensed in the Village of Endicott, with exception to Single Family Owner Occupied Residences (see below for detailed information). Inspections for all plumbing work are performed by the Fire Marshal or a member of the Plumbing Board. Please contact the Code Enforcement office at (607) 757-2465 to schedule all Plumbing Inspections.
Building Inspections
When do I need an inspection?
An inspection is required during work after the issuance of a permit. Inspections are also required after a Code Violation is issued. Be sure to schedule all inspections with the Code Enforcement Office for building, electrical and plumbing permits 3 days prior to date of inspection. Failure to provide enough time before you require an inspection can slow down and add unnecessary contractor costs to your project. Failure to schedule required inspections will require you to uncover, dismantle or demolish work that covers up material that needs to be inspected. It is the homeowner’s or general contractor’s responsibility to schedule any and all inspections for your project. The Code Enforcement office will not provide a Certificate of Occupancy until work has been completed and inspected.
How do I request an inspection?
Inspections can be requested by calling the Code Enforcement Office at (607) 757-2465. The cost of an inspection is generally covered by the cost of the permit. If there has been a code violation, an inspection is normally scheduled for 14 days following the date of the citation but may occur sooner depending on the severity of the violation. If the problem is corrected sooner, you may call to request an inspection before the 14 days.
Why do I need an inspection?
Inspections are required to ensure the compliance of building codes. Inspections are also required to ensure progress is being made to correct code violations that may exist.
Sign Permits
Sign Permits and Licenses are required for all business signs located within the Village of Endicott. All signs must conform to zoning regulations and setbacks.
We urge all businesses to contact the Code Enforcement Office at (607) 757-2465while they are in the planning stages to erect signage whether it be located on the building itself or pole mounted on the property.
Sign Licenses will be issued after the Sign Permit is approved. Sign Licensing is an annual fee that is billed in the month of May each year.
It is a requirement that all signs must be removed from the property when a business closes and vacates the property.
