From The Office of the Mayor: Looking Back On 2021

Thanks to the ongoing work of Village staff, Trustees, the Town, many supporting organizations, and businesses, 2021 represents the beginning of a new era for Endicott. It has not been easy dealing with the prolonged impact of COVID while setting the stage for the transformation of our Village. The results, however, are very rewarding.

The story begins with the Washington Avenue Revitalization Projects. This year we have reviewed many design details and incorporated input from the public and our department leaders. We expect construction to begin in the spring of 2022.

Next, there are major developments at the Huron Campus.

  • iM3NY received financing and permitting for the first phase of a Giga factory for lower cost and lower impact Lithium-Ion batteries. We now expect 2,000 new jobs by the end of the decade, plus suppliers that will co-locate to our area as manufacturing ramps up.

  • Ubiquity Solar announced a first phase manufacturing facility for solar cells at the Huron Campus. One of the product lines will produce ultra-thin cells for aviation applications.

  • Phoenix Investors purchased the Huron Campus. Phoenix has experience in transforming older manufacturing campuses. The company will invest in the Huron Campus and attract more companies, especially in the clean energy industry.

  • These developments mesh well with the capabilities of BAE in-flight controls and hybrid buses and the Center for Advanced Microelectronics Manufacturing. The Village of Endicott is becoming a center for technology and advanced manufacturing in the Southern Tier and beyond.

  • These developments are also spurring organic growth throughout the Village. We expect this trend to accelerate for both retail and housing.

The third development is the award of the Downtown Revitalization Initiative for $10 million. This money will be leveraged to provide additional community development projects to attract and retain the necessary workforce required for the foreseeable future. Many have worked on this goal for several years. New York State will start working with the Village and community partners on this program in 2022.

Many operational developments have taken place throughout the year.

  • The Village achieved the Clean Energy Community designation and received an award for $5,000. This grant will be used to hire interns that can help us with further clean energy initiatives and to prepare for meeting goals established by the Climate Leadership and Community Protection Act (CLCPA).

Many of our community events have resumed, including:

  • Dick’s Sporting Goods Open

  • Celebration of the 101st anniversary of the George F. Johnson Arch

  • Apple Fest, Porch Fest, and North Side Concerts

  • Theater events at EPAC, Little Italy, and the Cider Mill Stage

  • The Holiday Parade provided a great final event for the year.

  • Our fire department received a grant for a new fire truck.

  • Our police department received a grant for the bomb squad and hired replacements for retiring officers. We are working on financial support for additional cameras in the Village.

  • We are having discussions on the potential transformation of our airport.

  • Our beautification committee continues their work, and now we have two VINES community gardens.

  • Progress was made on several housing projects, including Housing Visions Endicott Square, Altura, and SEPP on Washington Avenue.

  • We added charging stations and are seeking additional grant support for water treatment.


The plan for 2022 is very exciting and will encompass:

  • Managing the Washington Avenue projects

  • Work with NYS to plan community developments under the DRI

  • Continue to promote and manage organic growth

  • Continue to make progress on Diversity, Equity, and Inclusion

  • Seek greater business traffic for our urban areas: Washington Avenue, Little Italy, and the Union District

  • Continue to make our community an attractive place to work and play: beautification, hiking and biking trails, riverfront development, food and beverage scene, entertainment, security, and events.

  • Continue to improve our aging infrastructure: water treatment, housing, streets, and utility services.

  • Develop a clean energy strategy for the Village to meet the requirements of the CLCPA.
